Local School Rights Infringed by Federal Government

What happened to the concept that local school districts ought to have more power than the federal government in determining education? Are we really okay with that?

If I told you that the party of school choice, local (rather than federal) control for public schools, and home education just supported the federal government interfering with local schools and their right to determine the kind of education they provide in their communities, would you believe me?
